BRITISH COLUMBIA
Category 4 Atmospheric River brought extreme rainfall totals this weekend to the South Coast of British Columbia and part of the Southern Interior causing widespread power outages (approx. 10,000 customers lost power) and significant flooding which led to road washouts/compromised infrastructures, rockfalls, and landslides; flood waters engulfed streets from ponding to fast-moving water laden with debris. This follows three years of consecutive drought; parching the landscape and weakening trees.
12 new Daily Rainfall Records were set in Victoria, Squamish, Vancouver, West Vancouver, White Rock, Langley, Abbotsford, Chilliwack, Hope, Nakusp, and the Agassiz and Pitt Meadows areas. Most notably, West Vancouver where 134.6 millimetres of rain fell in one day, smashing the record of 34.8 millimetres set in 1970.
Accumulated rainfall in many areas were upwards of 300mm with a few areas recording totals over 300 mm.
COQUITLAM LAKE - WQA Oct 19 Metro Vancouver Regional District issued an advisory due to extreme rainfall on the steep, mountainous terrain above the Coquitlam Reservoir has caused turbidity or cloudiness in the drinking water for residents in the eastern portion of Metro Vancouver. The district had increased levels of treatment and disinfection as a safety precaution, and the medical health officer for the region was confident the water remains safe to drink despite its cloudy appearance.
MISSION – FLOOD Oct 20 Activated its Emergency Operations Centre to address major flooding, downed trees, and road closures as a result of a Category 4 Atmospheric River. The City says plans are in place to move people across the flooded area for emergency purposes and urges residents to stay home if possible and to avoid entering storm water.
NORTH VANCOUVER – FLOOD Oct 20 Due to significant weather event causing severe flooding across the district, the District of North Vancouver declares state of local emergency and issued a mandatory evacuation order for six properties in Deep Cove due to the risk of impacted private infrastructure following significant rainfall; a sinkhole has developed in the area. Also, one of the retaining walls in the neighbourhood has been damaged from being overcome by water.
In the Woodlands community approximately 80 homes were isolated when their access road was washed out.
Short-term emergency supports are in place for residents who have experienced significantly impacted due the storm system.
North Shore residents are strongly encouraged to stay away from all trails, forested areas, steep slopes and waterways due to public safety concerns about falling branches or trees and swollen creeks.
WEST VANCOUVER – FLOOD Oct 20 The Marr Creek Watershed burst its banks.

CORMORANT South and North Public WS - BWA was in effect October 1 to 21.
CROSS LAKE Community WS - BWA was in effect August 13 to October 21.
HOMEWOOD (Blooming Prairie Colony) - BWA was in effect September 27 to October 21.
RUSSELL-BINSCARTH Public WS - BWA was in effect October 15 to 21 for a line break.
STEVENSON ISLAND at ISLAND LAKE - BWA was in effect August 4 to October 21.

IRISHTOWN RESERVOIR (Irishtown Nature Park, Moncton) – Cyanobacteria bloom confirmed Oct 9. This is the second confirmed case this year.

BOBCAYGEON (Lonesome Pines) – BWO issued Oct 18.
PICTON (Fifth Town Artisan Cheese Co) - BWA issued Oct 18 due to bacterial contamination.
LIFTED
ESPANOLA (Anishinabe Spiritual Centre) - BWA was in effect October 9 to 19 as a precautionary measure.
McGARRY Community WS - BWA was in effect October 16 to 21.
MOONBEAM Community WS – BWA was in effect October 16 to 19 for a line break/repair.
SOUTH STORMONT (St. Andrews West) – BWA was in effect October 17 to 19 due to high total coliform in the Drinking WS.
SASKATCHEWAN
KENOSEE LAKE Community WS – Localized PDWA issued Oct 18 due to water line maintenance work to connect the new force main.
MOOSE JAW Municipal WS - PDWA issued Oct 21 for a localized service replacement. There are currently 5 localized PDWAs in effect.
SASKATOON Municipal WS – 9 Localized PDWAs issued between Oct 18 and 21; three Water Connection Repairs, One Water Connection Replacement, three Valve Replacements and two Leak Investigations. There are currently 10 advisories in effect.
LIFTED
ARCOLA Waterworks – PDWA was in effect October 13 to 21 for a line break.
CANORA Public WS – PDWA was in effect October 2 to 21 due to line repairs. There is currently one Advisory in effect.
RM of DUFFERIN (Dufferin Water Association Waterworks Pipeline) – PDWA was in effect October 16 to 21 for Capital Upgrades at the Buffalo Pound Water Treatment Plant.
GOODEVE Waterworks - PDWA was in effect October 14 to 21 due to reservoir depletion.
MARTENSVILLE Community WS – 4 PDWAs were lifted October 21. They were issued Oct 9, 15 and 16 for maintenance.
RM of MARQUIS No 191 - PDWA was in effect October 16 to 21 for Capital Upgrades at the Buffalo Pound Water Treatment Plant. The advisory is now lifted for these Water Systems: Eight Mile Pipeline Assoc, Parkview Water Users Inc. and Marquis Rural Water Users Waterworks Pipeline.
SASKATOON Municipal WS – 4 PDWAs were LIFTED Oct 19 for advisories issued on Oct 14, 15 and 16; one for Hydrant repair, two for Hydrant replacement and one for a Main Break.
SaskWater (Buffalo Pound Potable WS) – PDWA was in effect October 16 to 21 for Capital Upgrades.
TISDALE Community WS - PDWA was in effect October 8 to 21 for a main replacement.
WOOD RIVER Utility Board Gravelbourg NW Pipeline - PDWA was in effect October 16 to 21 for Capital Upgrades at the Buffalo Pound Water Treatment Plant.
